工业和信息化部中小企业发展促进中心 关于征集2026“创客中国”国际中小企业 创新创业大赛(境外区域赛)项目的通知

为深入贯彻党中央、国务院关于促进中小企业高质量发展的决策部署,持续提升中小企业创新能力和专业化水平,打造协同创新生态,积极搭建中外产业技术交流合作桥梁,推动中小企业创新成果 “引进来” 和 “走出去” 双向交流,工业和信息化部中小企业发展促进中心将举办2026 “创客中国” 国际中小企业创新创业大赛(以下简称 “大赛”)。现启动项目征集,有关事项通知如下。

二、大赛目的
大赛从产业需求出发,连接全球创新资源,打造协同创新生态,以落地对接为导向,搭建中外产业技术对接平台,帮助中小企业进行产业转型升级、对接国外创新技术并扩展国际市场,搭建与海外创新资源对接的常态化平台,助力地方招才引智、培育新质生产力。
三、参赛条件
(一)企业组:参赛企业需合法注册且为非上市公司,项目主要负责人为非大陆籍;拥有自主知识产权且无产权纠纷,参赛项目知识产权隶属于报名企业;经营规范,社会信誉良好,无不良记录;拥有创新性的产品、技术或商业模式,具备较高成长潜力,有意落地中国市场或与中国企业开展技术、人才等方面合作。
(二)创客组:参赛团队核心成员为非大陆籍或来自境外高校、科研院所等;参赛项目的创意、产品、技术及相关知识产权归属团队核心成员,与其他单位或个人无知识产权纠纷;拥有创新性的产品、技术或者商业模式,具有较高成长潜力,有意落地中国市场或与中国企业开展技术、人才等方面合作。
四、报名方式
凡符合条件的参赛者均可通过邮件发送预报名表及材料报名(预报名表及联系方式附后)。研究院、科技成果转移中心、智库、孵化器、商协会等相关机构可批量推荐报名,请直接联系主办方咨询相关事宜。
大赛不向参赛者收取任何费用。同一企业或团队的同一项目或相似项目不可重复报名参加区域赛、专题赛、境外区域赛,近三年全国500强项目不得参赛,企业或个人被列为失信名单的不得参赛。对剽窃他人创新成果,以及以其他不正当手段骗取奖项的参赛者,一经发现取消参赛资格。
五、赛程安排
(一)境外国家/地区分站赛:拟于6-11月举办中国香港、中国澳门、东盟、韩国、新加坡等分站赛。经过前期评审,每个分站赛将有10个项目入围分站赛决赛,每站择优推荐前三名项目晋级年度决赛并组织项目洽谈对接。
(二)常态化项目征集与评选:为吸纳更多优质项目及企业参与,大赛同步面向全球所有国家和地区开放常态化报名。主办方将组织专家通过线上路演以及提交的项目商业计划书、视频、技术资料等进行评选,择优推荐项目晋级年度决赛。
(三)年度决赛:拟于 2026 年 11 月底在广州举办境外区域赛年度决赛,邀请经分站赛胜出及常态化征集入选的项目现场参加,经项目路演、专家提问等环节进行打分排名。
六、奖项设置及后续服务
(一)各分站赛及年度决赛将按照活动安排设置奖项,颁发奖杯、证书。
(二)全周期产业对接服务
赛前,专业团队梳理项目技术优势与合作需求,匹配对接中方园区、产业机构、龙头企业、投资机构等;赛中,现场与中方企业、产业园区、投资机构等进行一对一对洽,每个项目安排不少于 3 家精准对接;赛后,专人跟踪落地进展,联动地方人才补贴、科技奖励、落地政策,推动项目快速落地。
(三)投融资与落地扶持
投融资对接:优先推荐至知名创投机构、银行、基金等,推动对接股权融资、信用贷款、知识产权质押融资等服务;园区落地支持:优先推荐入驻国家级中小企业合作区、创业创新示范基地、孵化器,享受当地相关优惠政策;产业化赋能:对接产业链相关企业,推动技术合作、场景应用、供应链配套。
(四)平台宣传推广
利用中心宣传矩阵,在权威媒体、官网、公众号、国际展会等平台进行宣传;推荐参加中博会、进博会等国家级展会展示,提升品牌影响力与投资吸引力;纳入创客中国优质项目库,长期向地方政府、产业园区、资本机构推荐。

Call for the projects submissions for
the 2026 SME Innovation and Entrepreneurship Global Contest
The China Centre for Promotion of SME Development is soliciting entries for the 2026 SME Innovation and Entrepreneurship Global Contest. This initiative aims to advance high-quality SME development, strengthen innovation capabilities, foster collaborative ecosystems, and bridge industrial and technological cooperation between China and international partners. Details regarding project submissions are outlined below:

Ⅱ. Objectives
Positioned as a nexus between global innovation and industrial application, the Contest accelerates SME transformation by accessing international innovative technologies and expanding global markets global markets. It cultivates enduring ecosystems for cross-border resource integration and talent sourcing.
Ⅲ. Eligibility
(1) Startup Enterprise Category
Participating enterprises must be legally incorporated non-listed companies, and the project leader must be a non-mainland Chinese national;
The intellectual property rights of the participating projects belong to the participating enterprises, with independent intellectual property rights and no property disputes;
The participating enterprises should be with standardized management, good social reputation, and no negative records;
The participating enterprises need to have innovative products, technologies, or business models, have high growth potential, intend to enter the Chinese market, or cooperate with Chinese companies in technology, talent, and other aspects.
(2) Innovation Team Category
Core team members must be non-mainland Chinese nationals, or affiliated with overseas universities and research institutions;
The creative ideas, products, technologies, and related intellectual property rights of the participating projects belong to the core members of the team, with no intellectual property disputes with other units or individuals;
The participating teams need to have innovative products, technologies, or business models, have high growth potential, intend to enter the Chinese market, or cooperate with Chinese companies in technology, talent, and other aspects.
IV. Application Guideline
Submit your preliminary registration and supporting materials via email (contact details and template attached). Institutional partners—including research institutes, tech transfer hubs, incubators, and industry associations—may reach out directly for streamlined registration.
Eligibility & Compliance:
- Single Entry Rule: Each project may compete in only one category (regional, thematic, or global)—no duplicate submissions.
- Winner Exclusion: Top 500 national finalists from 2023–2025 are ineligible.
- Integrity Policy: Entities listed on national credit blacklists are prohibited. Plagiarism or fraudulent claims will result in immediate disqualification and potential blacklisting from future events.
No registration fees will be charged.
Ⅴ. Schedule
(1) OverseasChapters
Chapters of Hong Kong, China; Macao, China; ASEAN; the Republic of Korea; Singapore; etc, will be held from June to November. After preliminary evaluation, 10 projects will be shortlisted for the final of each Chapter, and the top 3 projects of each Chapter will be recommended to advance to the Grand Final.
(2) Regular Project Submissionand Evaluation
Open to all countries and regions, the Contest invites global participation from innovative enterprises. Entries will undergo expert review based on business plans, technical materials, pitch videos, and optional online roadshows. Top projects will advance to the Grand Final.
(3) Grand Final
The Grand Final is scheduled to be held in Guangzhou in late November 2026. Projects selected from both Overseas Chapters and regular submissions will be invited to participate on-site. Scoring and ranking will be conducted through project roadshows and expert Q&A sessions.
Ⅵ. Awards and Follow-up Services
(1) Awards will be presented for each chapter and the Grand Final, including trophies and certificates.
(2) Full-Spectrum Matchmaking Services
Pre-Contest: Specialized consultants assess strategic fit and partnership criteria, orchestrating introductions to suitable Chinese industrial ecosystems, flagship corporations, and venture capital networks.
During the Contest: On-site one-to-one matchmaking with pre-qualified Chinese stakeholders, guaranteeing minimum three high-potential matchmaking opportunities per participant.
After the Contest: Dedicated staff monitor implementation milestones, facilitating access to local talent subsidies, R&D incentives, and soft-landing policies to accelerate market entry and commercial establishment.
(3) Investment Financing and Landing Support
Investment and financing matchmaking: Priority recommendation to well-known venture capital institutions, banks and funds for equity financing, credit loans, IP pledge financing and other services.
Park landing support: Priority recommendation to national-level SME cooperation zones, innovation and entrepreneurship demonstration bases and incubators to enjoy local preferential policies.
Industrial empowerment: Connection with upstream and downstream enterprises to promote technological cooperation, scenario application and supply chain integration.
(4) Platform Promotion
Projects will be promoted through the organizer’s communication channels including authoritative media, official website, new-media platform and international exhibitions.
Recommended to display at national-level expos such as the China International SME Fair and China International Import Expo to enhance brand influence and investment appeal.
Selected projects will be included in the "Maker in China" Quality Project Pool and continuously recommended to local governments, industrial parks and capital agencies.
